So, “frisky” often means full of energy, lively, or playful. As related to hair, I believe you mean “frizzy”, which can mean curly or sticking out all over the place. English has got to be so confusing!

My daughters occasionally watch a BBC programme which is almost the opposite of the programme you described. It is called “Snog, Marry, Avoid” and the basis of the programme is showing people (of both sexes, but mostly female) how much more attractive they are by wearing less makeup and adornments, and clothes that better suit their bodies.
